Ustvestia is a minor character in Phantasy Star II.
He is a talented musician residing in the northwest-most outskirts of Oputa. He teaches the Musik technique, which allows a character to play the piano that opens the Control Tower.
In the Japanese release of the game, Ustvestia is heavily implied to be gay; he will comment "he looks cute" and charge half as much to teach male characters than female ones. In the American release he instead comments "he looks smart" and still do the same.
Ustvestia will also happily perform for the party, acting as a sound test that plays every theme that has been heard in the game so far.
